Training
A major focus of the Center for Special Education Advocacy (CSEA) is the sponsorship
of high quality, low cost trainings for parents, advocates, and attorneys. Each
program is designed to help participants:
- Develop an understanding of which laws and regulations impact the education
of students with disabilities, which students qualify for services, and how
a student's right to a free appropriate public education (FAPE) is further
defined by court cases.
- Develop an understanding of the scope and breath of special education and
related services available to students declared eligible to receive such services.
- Develop an understanding of the special provisions for school discipline
involving a student with disabilities and protections for students qualifying,
but not yet declared eligible for special education.
- Develop an understanding of the various processes for resolving disputes
concerning special education issues.
The Center for Special Education Advocacy requests approval of its programs
by the Virginia State
Bar’s Mandatory Continuing Legal Education Department (MCLE) and the
Virginia Supreme Court’s
Guardian ad litem (GAL) Program.

Special Education Due Process Training Video
In January 2005, the Center for Special Education Advocacy and Harbor House
Law Press released a special education due process training video, Surviving
Due Process: Stephen Jeffers v. School Board. The story is based on an actual
case involving a child with Autism. The DVD is designed to help parents, advocates,
